The United Nations UniversityInstitute or Environment and Human Security also provided nancial assistance. The APELL Multi-Hazard Training Kit was developed by INERIS, a French public research agency specializing in riskprevention research. Since its inception in 1990, INERIS has conducted numerous activities aimed at developing a betterunderstanding o dangerous phenomena and their consequences, providing public authorities with an independentscientic perspective on strategic issues, and creating new methodologies and operational tools or risk assessmentand prevention.Pilot projects conducted in Morocco and Sri Lanka in 2006/2007 provided a valuable opportunity to test the proceduresdeveloped and improve the Training Kit. We would like to acknowledge the Sri Lankan Ministry o Environment, CentralEnvironmental Authority and Board o Investment, as well as the Moroccan Ministry o Energy, Mines, Water and theEnvironment or their assistance in conducting the pilot projects. The multi-disciplinary nature o this training kit has required the input and expertise o numerous experts in the eldso industrial saety, chemical management, natural hazards, risk reduction, risk communication, and hazard mitigation.UNEP would like to thank all the individuals who provided comments and contributions during preparation, review andrevision o the Training Kit.Special thanks are also due to the International Federation o Red Cross and Red Crescent Societies, who providedmany o the photographs included in the Training Kit. 
